The rules on using 2 way radios and cell phones whilst operating a car are quite different, the regulation has been law since 2003 with the Road Vehicles (Construction and Use) (Amendment) (No.
4) Regulations 2003, the law was put into place to improve road safety, after the emergence of cellphones becoming inexpensive and trendy, the necessity for some form of legislation curb the use of cell phones, two way radios and any type of handheld communication devices used whilst a automobile is being driven.

The US Coast Guard (USCG) is seeking potential suppliers for hands-free communication devices its rescue swimmers might use to talk to its aircraft.
Although the Coast Guard is not making any commitment to purchase such communications devices at this time, the USCG Aviation Logistics Center said it is conducting research to determine what options might be available.
